Nowadays, numerous social ills in Hong Kong are all point to the failure of policies, like health care, housing, infrastructure. Every signal project introduced by the government has caused fierce controversy in the community. There is one palpable reason to explain this phenomenon, which is poor consultation. Therefore, when it comes to implementing one scheme, the views of the public should definitely be taken into account. Since the advice and voice of the society at large are extremely important, they will turn those policies into a more holistic scheme. With better ideas, the rumpus and turmoil will be reduced and gradually raise the social stability. In the long run, the reputation of the government would be increased and the citizens would build a higher sense of belongings. **5.
